Charlie Abrams has over 30 years of experience as a professional traffic engineer/ transportation planner. He has conducted a broad range of projects that include traffic operations; development services, highway design; and transportation planning; traffic control planning; environmental impact programs; TSM program development; financial analyses and management.


Traffic and Transportation Planning

Mr. Abrams has prepared numerous environmental impact reports (EIRís) on the transportation characteristics of various projects throughout Northern California. He has also prepared the transportation and circulation elements of General Plans and Specific Plans.


Traffic Operations and Roadway Design

Mr. Abrams has conducted extensive roadway capacity analyses, and is highly experienced with the various methods for determining the level-of-service for freeways, highways, and intersections.


Parking Studies and Surveys

Conducted demand and occupancy surveys, evaluated need for parking structures and prepared parking improvement programs - Cities of Martinez; El Cerrito, Union City, Santa Cruz and Pleasant Hill.


Public Transportation

Analyzed light rail, express bus and TSM options as alternatives to rail systems. With the CCTA he has worked on the eBART rail extension.
